27 ohms at 117V would be about 500 watts, at 220V it's 1800 watts. Seems low for 110 and high for 220 but it might be right for 220. For 117 I would have expected something closer to 11 ohms.

But that's pure speculation as I've never measured mine. Going back through the groups history, it would appear that 27 ohms is likely wrong for both 117 and 220. Can you measure the other boiler and see if you get the same number. If so it might be a meter problem or dirty contacts.
