I would argue that experts in international relations can not be blamed for
not seeing this coming. That, after all, is a job for the Intelligence
community. The question now is: did the Intelligence community fail to see
the signs, or did it find out about an upcoming attack but refused to
believe it, or did the terrorists do an excellent job at keeping their plans
secret?

Seen on the BBC yesterday: a BBC reporter who spend the last few years
travelling all over the US had noticed repeatedly during that time that
security measures in the US did not amount to much when compared to Europe.
This was presumably caused by the US's lack of experience with terrorism in
their own country (while Europe has a vast experience with that), and/or the
US's belief that terrorist attacks would not happen in the US.

No, that would be entirely reasonable, and I do not think any country (at
least no Western country) would deny the US that right.

That is a bit trickier. Ensuring that a government is removed might require
an invasion -- which could lead to repercussions from extremist groups that
are not exactly pro-US.
