There are other ways of dealing with this, without being "handcuffed by
fear". Find out who is responsible, then go after them. You have your CIA
to
find out who is responsible, your diplomats to try and get the terrorists
delivered to the US, and your military in case diplomacy does not help.
Is that not what the Navy SEALS are specialized in -- get in undetected, do
what must be done, then get out before the enemy even realises what hit
him?

And if it was a government? Government leaders are well-protected. Even
SEALs probably can't storm Kabul. If I found out that the Taliban were
active participants in this, I'd probably demand that they give themselves
up. And if they didn't, then I'd certainly consider using nuclear weapons
to send a really clear message about what's unacceptable. I'm not saying
I'd do it, but I'd sure as hell consider it.

capture them, we can ask them what exactly the US did that (in their
opinion) warranted this attack.
