Why give emphasis to listowners?  Why wouldn't "all members" include 
listowners?  The only emphasis should be if we exclude some members.

As far as the constitution goes, I think the discussion is healthy, 
the idea commendable, but I would be in favor of something less 
rigid.  Perhaps a paragraph or two included with the etiquette 
guidelines that included some of the ideas we've been discussing.
