Self-appointed, by virtue of having been largely responsible for
defeating Iraq previously, being one of Iraq's most likely targets due
to the leniency of the other Security Council members in enforcing the
agreement and resolutions about Iraq, and having been partly responsible
for the problem in the first place. Nevertheless, it seems the US
government is attempting to obtain UN backing, so your point could be
moot.

Plus who else does the world turn to when there is real trouble? How long 
did the europeons muck around in Kosovo region before they cried for help? 
Who had to help in Somalia and Ethiopia? How many freaking countries do we 
give money to just because we can? Some idiot on the Brin satellite list  
 posted that the US never looks beyond it's own boarders to help other 
countries in times of need? WHAZATT? How much US aid do we give in 
earthquakes and flood and other disasters?

What will the UN do, send in the French?
