I disagree. I think that most are tought in real life (and on TV) to "simply
mind their own buisness". Most people are far too scared in such situations
to do anything but flee. It is the oposite, One thinks about the aftermath,
but it is the fact that they are cool headed enough in the situation, that
they know, they will not be able to live with themselves later if they do not
act.
The only way that your model works is if the individual allways thinks of
nothing but themseleves and what ~benifit~ they can achieve. You are focusing
on reward and not on punishment. You also need to think of what ~detriment~
one might have for non action.
