Many people do seem to concern themselves primarily with reduced cost.
Software really ought to be done, it seems to me, with a focus on value and
time to attaining it. That's where agile methods may have an advantage:
they can deliver higher value sooner.
If I'm right, this would ship all boring software offshore and leave all
interesting software for us to do.
