My letter from the IRS wasn't vague at all.  It specifically said, "do not
declare this as income on your 2001 tax forms."  The bottom line is that
the money you (may have) received was a rebate on your 2000 taxes, because
the tax cut was made retroactive (like how Clinton made his tax increase
retroactive in his first term).  Some people didn't get the full amount,
and other didn't receive anything, because they had to pay, etc.  As much
as I disagree with some of the IRS's operating procedures, they aren't
capricious or intentionally malevolent.  They won't send you the money just
to force you to send it back to them.  If for no other reason, that costs
too much for their processing.

Bottom line:  if you received money, that's cool.  Don't try to declare it
on your 2001 1040 form, or you'll just delay the processing of your return.

No, but you are due a refund, it reduces the amount by the amount of the
check.

Not sure what the impact will be if you owe taxes, but I'm betting it will
increase the amount you owe.

They are being very vague.
