You underestimate Canada and Britain, they would be in this without the 
Charter...........as would a few other countries..

Not just the US. the NATO charter also has been invoked - Article 5 does
state quite strongly that an attack on one is an attack on all. That is why
Britain France Canada etc are also involved.
