Except that's for one attempt only. And in most of these studies (many of which 
I know - I did some research in the area) - they had a very stringent 
definition of success rate. After 2 or 3 attempts at quitting smoking, the 
majority of people have quit smoking. Moreover most of this research used 
fairly strict criteria for selecting participants. So that's where the 10% 
success rate comes from. Outside of these lab conditions the success rate is 
usually higher.

Its understandable, smoking addiction is potentially harder to kick than 
stopping a heroin addiction. Of course its nuts, but that's what addiction does 
to you. Every person who succeeds in quitting is one less in that scenario. 
Every non smoker, (ie those who've quit, and those who never started) are far 
less likely to be in that situation.
