Well, the concept is that things that happen inside of your home can spill outside like noise, traffic, junk, etc. For us the HOA is pretty much the same thing as city laws. The first thing we did when we moved in was get on the board. That way we can create rules we like and get rid of ones we don't. So it work for us, but, yeah, my brother won't deal with it either (which is odd cause he's never lived in one. I think he just doesn't like the concept). Plus it allows us to do all kinds of group buys (or have common ownership) on things: common landscaping (or not), tools, fences, mailboxes, roofs, decks, painting, all kinds of things! Plus we have a rippin block party w/ a band and a keg every year that the HOA pays for. And if there's extra money we buy tools. But we also live in a big circle with one entry/exit so all of the neighbors know each other and during the summer every night at 9pm is family walk time. So I think knowing everybody makes things easier. But we did have to "take action" once: a new buyer (a city councilwomen!) was not home A LOT and had 3 teenagers who started having "quiet" parties. Traffic picks up, loud music, beer cans start showing up in yards, and then a neighbor had a window broken. We cranked up the pressure - through the letter of the covanents - and now she's gone! But her house is still for sale.
