Exactly. The hegemony agree to it, so it is alright.
But if someone that you don't like wants to do the same thing, then it
can't happen.

So we either like you , and therefore agree to certain things, or we do not.
If there is a rule against parties, then there is a rule against
parties, full stop.

But there isn't a rule against parties per say, there's simply what
the hegemony likes or does not like.
