So, if one guy moved into a house on that street, or the next street 
over, and said he didn't want to deal with the noise and traffic, 
everyone would just say "ok" and the event would be off?  I doubt that.

By "all" I think you meant "a majority of the people who show up at the 
HOA meetings."  Maybe I'm wrong and your neighborhood is a little utopia 
for everyone who lives there, but I suspect that someone who lives 
around there sees the HOA-sanctioned block party in the same way you see 
an unexpected party at a resident's home that makes too much noise.

Now, leaving beer cans around and breaking windows I can understand 
being upset about, but there are already laws against that sort of thing 
with or without the HOA.
