Hi Pragnesh Firstly get the designer to read http://www.adobe.com/web/features/zeldman20000821/main.html. I really think this article cuts to the heart of the issue. A commercial web designer needs to put the needs of their client and users way before their own artistic ego. I really think that there has been a positive trend in the direction of user centric design of the past few years, but if you find a designer who feels that usability is cramping their "art" - get a new designer.
Again all of this comes down to target audience - some sites require art but most require design. Also it is possible to have creative freedom and good usability/accessibility/standards compliance - yes these things do impose some retrictions but an artist needs to learn to work within the limitations of their chosen media.
