That's the whole point. I can't think any browser in which the site fails and you are unable to see the content of this page and navigate the menu items. I just checked it in Lynx and its perfect. I checked it in NS4 and although there is no decoration, but the site works perfectly. I don't have a screen reader handy but I imagine it would work fine in those too. If you choose to use a modern browser, great you get css wizardry and pretty pictures, if you are using an old browser, a text only browser or a screen reader you still get the content and functionality. As far as I am concerned that's the whole package - accessibility + standards compliance + fantastic design. Granted its a pretty simple page, but the concept can be extended to online banking or pretty much anything else.
