Is your privacy fence placed inside your property line?  If yes - then I
would be tempted to run a "hot wire" the same kind of hot wire run along
split rail fences to keep expensive race horses from jumping the fence.
They say horses can smell electricity, well I do believe dogs can too. Go to
the neighbor side  of the fence and pound plastic rods into the ground every
10 feet, wrap wire around each plastic post and string to the other then to
the transformer which is plugged into an outside outlet in your yard, I
guarantee a "nose" to the wire just once will keep them back.  I believe
