If this neighbor is a difficult type, I'd put the wire on my side of the
fence and let them wonder why the dogs had decided not to dig. Putting the
wire in plain sight where the neighbor's children or guests could touch it
is asking for "legal trouble" and neighbors who are "difficult" seem to find
it very easy to talk to a lawyer!
