It would appear to me that there is a great deal of difference in this
analogy.  The AKC's regulation of puppy mills is in hopes of improving
conditions for dogs.  The restrictive breeding/registering practices of
CKCUSA are a limiting detriment to this breed.   The change for AKC was
that they had to become something other than what they had traditionally
been which was purely a registering body.  I know, you don't like to
hear that but it is true.  They had no powers of enforcement other than
to enforce the proper keeping of the records they required.    In the
last five years or so that has changed drastically for which we are all
happy.  More changes are coming that will even further advance and
divrsify their role for the good of all breeds.

If you are talking about the financial impact it would have on the
registries, I guess there would be a similarity.  AKC's more restrictive
policies have driven away puppy mill registrations and they have lost a
great deal of money because of it.   CKCUSA's restrictive
breeding/registering policies are keeping dogs out of their registry
thus costing them money so I guess there would be a parallel there if
you were only thinking in terms of money.  Both organizations are
loosing money by virtue of their policies.
