According to the AKC it is to preserve the integrity of their registry.

There was no *restrictive breeding/registering practices of CKCSC* when
their registry was founded. Being recognized by the AKC is a VERY recent
change--much more recent than the furor against puppy mills. If anything
the CKCSC is moving along much faster than the AKC--which is to be expected
since it is a smaller organization.

How is this different from CKCSC? CKCSC also has to become something other
than what they had traditionally been.
I find this post to have a rather pessimistic tone--almost as though what is
will be. Do many others feel so pessimistic? Could that be why some anger
lingers? If so, I am surprised because I am not the slightest bit
pessimistic. In fact I am positive that if we all truly want these changes
to take place--they will! Those who really want these changes to take place
WILL act and think in a manner that will bring about those preferred
changes. The only reason it might not happen is if too many are uncertain
about the outcome and therefore choose to think and act like so which will
in turn jeopardize the final outcome.
I, for one, truly want all Cavalier breeders to be able to work together
again for the good of the breed, therefore I choose to think and act as
though it is just a matter of time until it will be that way. If we all
choose to do the same, it WILL happen! For those of you who are still
pessimistic--stop it!
