Hi Sounds like what you are describing is AKC where all the little individual kennel clubs are overseen by AKC. We CKCSC,USA,are a private club and registry, that doesn't have to answer to any one. we are the same as the AKC whereas our Regional clubs are governed by the National Club. Kathy
