Late last night I was trying to log into the FIOS router just to see
if something might be flaky in there.  It would not take the default
username/password so I found online where someone said there was a
small reset button on the router and to hold it in for 10 seconds to
totally reset it and resets the username/password, too.  I did that
and when it fired back up, all of a sudden my Dell acted like it just
found a new network.  It asked all kinds of questions about if it's a
public network and stuff.  I was not only able to get into the router
but even from day one when I got the Dell, it never did a discovery
like that on the network connection.  I have not had a chance to try
getting online but I will this evening.  I am hoping something was
flaky in the router and that now that the Dell and Windows 7 saw the
network that it did some internal tweaking to match to it properly.
