After I typed that last message in safe mode, I rebooted the Dell to see what processes were running in regular mode that weren't running in safe mode and when I logged on normally, I got on the internet right away. Didn't change a thing. This is flaky and not sure if this maybe could be hardware but since EVERY time I log in safe mode with networking I get online right away. When I log in normally it's kind of random.
