It could be some service or protocol or driver that might be causing the problem.
Check the services listing and network adapter properties in safe mode and normal mode to see if there are any services or protocols that are running in normal mode which aren't running in safe mode and try disabling them one by one to see if one of them could be the problem. Drivers are more difficult to compare and disable ff service or protocols are not the problem. I can think of 2 ways but don't know if either will be really effective. First way, the easier, is to check the Devices listing in both modes and see if you can disable any networking related ones in normal mode which are not running in safe mode. Second way, which I'm not very confident about, is to boot with logging enabled in both safe mode and normal mode and see if you can figure out the driver which might be the issue. HTH.
