Hi Steve...Al Doherty here from Winnipeg Canada.
I had the exact same problem.The fuel is pumped into the header from the
starboard tank.At low RPM the fuel being consumed is less than the fuel
being pumped into the header.The excess fuel drains back into the
starboard
tank via an over flow tube near the top of the header on the starboard
side.The tube runs down the starboard side of the fuselage, makes a right
(90 degrees)turn, goes through a balkhead and joins(through a brass
fitting)
a return tube to the starboard tank.Two things can happen (and did with
mine). One,there is crap in your header that eventually gets into the
overflow tube and blocks it causing the fuel the exit through the cap,
two,
the right angle bend gets clogged with crap and produces the same result.
My fix was to drain the header, let it dry out inside and vaccuum
throughly.Also remove the drain line at the fitting(remove starboard side
panel,insulation) and blow through the tube leading to the header tank to
remove any crap.If there is crap in the tube you'll notice some resistance
when you blow!!.Also you want to check that your tube is not flattened
where
bends it makes a hard right.This is all assuming your fuel pump is
functioning correctly.

Coupers,

I'm experiencing something that I've seen discussed online before, but a
usual, I didn't take careful notice of the remedy. My problem is this: My
header tank fills beyond capacity while in flight, and sprays fuel onto
the
windscreen. The nose float rises to be pegged to the top of the glass tube
and then fuel vents outward from around the new rubber gasket. Apparently,
the overflow is not going back to the wing tank. My questions are: How do
I
proceed with locating the blockage? What direction does the fuel
flow....from which wing tank to the header, and back to which wing tank?
Is
wing tank removal a difficult job? My plane is a 1946 415C, serial number
510.
