Sure, I don't think the intention is for Pootle to replace other tools.
One of our WordForge teams is also developing a GUI editor that would
integrate with Pootle.

Pootle's current support for version control is detailed here:
http://translate.sourceforge.net/wiki/pootle/version_control

Basically Pootle can be used with an existing svn/cvs checkout.
Updates and commits can then also be done from within Pootle, based on
user privileges.
Conflicting translations will be turned into suggestions that can be
reviewed in Pootle.
