If you're meaning like JavaFX, and until 13, nb-javac, then please, god, no! :-) That mechanism is a pain. Plugin portal would be great. It's a shame that neither this nor the bits of JavaFX we need are GPL+CPE, now that has become a possibility for inclusion.
