Perhaps the double-checking thing should be redesigned:

1. Customer initiates transfer request at new registrar
2. New registar confirms transfer with admin contact
3. New registrar submits to losing registrar
4. Losing registrar sends email to admin contact letting them know they can
refuse transfer request by doing XYZ, otherwise, 48 hours later, it will be
automatically approved.

This way, losing registrars will not benefit by deliberatly sending
confusing "double-check" procedures to customers who want to get away from
the losing registrar.

Transfers should go through UNLESS:

a) the winning registrar does not have proof of the intent of the current
admin contact

b) the losing registar specifically gets a deny request from the current
admin contact.

The current method of losing registrars requiring an AGREE sent back is
totally stupid. This extra step is to the benefit of the losing registar
when the admin contact gets confused on the procedure.
