ICANN has left the "reasons" for denying transfers open ended on purpose
(netsol definitely had a say it in), so in your words, *all reasons* for
denying transfers are currently "ICANN-approved".
In fact, Tucows is trying to get ICANN to change the policy to only allow
specific "reasons".
If a losing registrar is denying a transfer request and you don't think
they should be, your only recourse is to complain to ICANN. However don't
expect ICANN to do anything as they could care less.
