with enough attendees to fill the hotel. They don't know what's going to
happen in three years, they might be able to sell those rooms for their
normal $200 rate. Now if you try to book two months in advance, and you
aren't filling the hotel, they might look at their low occupancy and decide
it's worth it to give you a $150/night rate for 100 rooms. Or the hotel
might be be completely full, which is a risk USENIX can't take.
In that case, LISA should not book the hotel so far in advance. The
justification for booking so far in advance that I've heard is that it's
required to get the best deals from the hotels.
