One of the issues that has been referred to the Code of Conduct committee was specifically about activities outside "official" Django spaces. Of course, P2 also refers to the document as being a set of "rules". Altering P2 (or the updated location as a result of PR#84) to say "This code" rather than "these rules" makes sense to me.
