That is the correct set of settings.

Is there a reason you have that turned on at all? My guess is, somewhere 
along the lines, the SMTP Server started reusing email IDs, and now 
Emailer thinks new mail has already been collected. Turn off the Leave 
Mail On Server entirely and see if new email starts showing up. You may 
also want to click the button for Get all messages on server, just to 
clear out the email that is there and allow Emailer to resync with the 
mail server's email IDs.
