It's not rocket science; I suspect designers are somewhat vague because the touch current paths in the product are somewhat elusive:

- capacitance between live parts and grounded metalwork; is it 10 pF or 10 nF?;

- ground current through EMI filter capacitors; they live in a tin box that is a bought-in part, so presumably the supplier solved any touch-current issues?

  The problem will get worse before it gets better.
