I am not sure what is wrong, but you may want to make sure that you use the
Documents folder that OS 9.1 creates itself. I think there have been
problems with folders labeled "Documents" but not created by the OS not
being recognized.

See above comments about using the system's Doc folder (created by renaming
your current doc folder and using the General Controls Control Panel).
