Not arguing with you, just giving a different
perspective. On a recent trip to Rome (business trip,
but as much photography as I could find time for), I
would have felt hamstrung by having only the 28-135,
which was part of my kit. I couldn't have gotten some
of the shots I did of the coloseum without something
wider, for example. And I found the 28-135 to be too
slow to shoot inside the Vatican, even with IS.
I had a 100-300 with me, too. I could probably have
lived without that lens, although it was handy for
some shots from my hotel balcony of St. Peter's
Basicila over the tops of trees.
However, I'll agree that if you're only having one,
the 28-135 is a very good choice.
