You'd need a more literal meaning for that...the tortoise was a 
metaphorical capture - with value-add promoting comprehension of 
'reductionism' as a goal-dependent conception (i.e. some goals like seeking 
a most fundamental particle invoke inherent problems, a good illustration 
being the tortoises.)
