Here's how I'd do it in 2k7:
1. Enter the notes as you normally would (although I'd recommend reading
up on Part Voicing to see if you want to adjust your workflow a bit)
2. Go to the Manage Parts dialog
3. Create a part for the Oboe I. Add the Oboe I/II staff and apply
voicing rules to remove the oboe II part
4. Create a part for the Oboe II. Add the Oboe I/II staff and apply
voicing rules to remove the oboe I part
5. Click OK. You can now switch between parts and score and see your
results. 
6. Clean up. Most of your positioning issues that you had with TG tools
are moot, since you are still viewing the same data from the score as
opposed to making copies. There may be a voicing thing to fix here or
there, but for the most part I've found this works pretty well.

What I think you will find is that you may still want to extract, but
you will begin doing so later in your process. There will be a few
things that you may not want to do in a linked part as opposed to an
extracted one. What I've found is that I'm slowly re-vamping my workflow
to incorporate linked parts.
