I think this is within the scope of the scale transform.

You can specify the scaling factor/offset independantly in each
dimension.

You could also specify multiple scaling transforms if you needed to
transform each axis based on a different property.

But first you should take a close look at the gear mechanisms and
animations of Lee's seahawk and yf23 ... they are spectacular and use
a combination of rotates and translates.
