The B&W shipped with 8.5.1 first and 8.6 later. As with many products, optimization for use with various OS is built in to the ROM (Firmware). While a computer may well run older applications, rarely can you install an earlier OS version on a Mac. Later yes, but not earlier. Where needed, and if the computer supports it, Apple will provide a Firmware (ROM) update to be run before installing a new OS such as running 10.2> on early iMac's. First you update the firmware in OS9 before attempting to install 10.2>And why would my Beige G3 not have it (apparently it mustn't, if that's why I can run OS 8.1 on my G3 and Daniel can't on his), but his B&W G3 would?
