Take that a step further.
Always pay for eBay items using Paypal, *and* source the payment with
a credit card. That way the Seller never sees your credit card
number. Also make sure both you and the Seller have verified
addresses, so you're covered by Paypal's Buyer and Seller protection
policies.
If you've done the above, then you're covered by Paypal's policies
and then you can do a chargeback if they don't give you satisfaction.
