No.

That particular issue goes back to the days before Paypal was bought by eBay, a combination of one or more of:

Banks not wanting to process micropayments.

Banks not willing to handle the various types of transactions that Paypal can generate. Basically, credit card charge vs cash advance (quasi-cash) issues.

Banks not willing to process ACH transactions at the speed required by Paypal.

Banks residing in locations where Paypal was not licensed yet. Paypal is now licensed in all 50 US states. They're licensed in a lot of foreign countries, and the list is growing monthly.
