Hi Jan, Your right about the language being set from the Format and not the UI language menu, I've filed a bug for that too.
But apart from the interface language issues, I can't seem to replicate your problem with docs or the homepage locally, we will keep trying though... I have no idea about Adobe Air, but could you try creating a new account on your system and using Gears from there? Maybe there's something about your account that's causing this.
