Unfortunately it is not enough to put it high on the priority list, there also need to be individuals that are willing to contribute. Fortunately we have a small but very active group of volunteers working on the documentation. But they could certainly need more help. There is still a lot to be done to bring the user manual up-to-date for 2.4. If you want to help, please go to http://docs.gimp.org/ and check the paragraph at the bottom. (And now I am sure you are going to tell us once more how Firefox does this a lot better...)
