No.  Google provides the basic support to give you 15 GB of free storage
with good security and uptime, and they backup that storage so that if a
failure happens on their end, they can likely restore what you had.

What they don't provide is personal / individual support, as in, a customer
service agent to handle your calls, or a support system to fix mistakes a
user makes.  Those things cost money, lots of it.  I think the vast
majority of questions about missing messages come from people who
accidentally deleted important messages and now they want them back.  We
see questions about that here in this Googlegroup repeatedly.
