Thank you very much to everyone who replied. I took my computer back to the place where I had it fixed earlier, and they set up the antivirus software they had installed so I have control over what it allows. It had quarantined libicuin76.dll, and when I indicated it should be allowed instead of blocked, I was able to install gnucash 5.14 successfully!! (They didn't even charge me for their time and labor.)
