I think it all depends on what you do once you are out of university. I know 
the training I had in my undergrad degree is worth lots in the way of character 
points in my current life... but I went from undergrad directly into research 
(as a tech)... so my skill points in that area haven't degraded and I find that 
I use much of my undergrad theory (especially the last couple of years) 
directly in my work. Ergo - I really did need to know all that useless crap 
they were pounding into me.
I think if I actually wanted to give CP for post-secondary I'd give less CP for 
a general degree and more for a specialist, honours, or direct entry 
professional degree (by professional degree I mean something like Nursing, 
RT,OT, PT, Engineering, etc.)... I'd also give less CP for first two years of a 
degree then I would for the final two.

I'd also base the amount of CP on how long one has been in/out of the related 
field after the degree.

I've been out of the chemistry field (my first diploma... a 3 1/2 yr program - 
a college thing as opposed to a university thing in North America) long enough 
that I have maybe 1 or 2 points in a couple of the different chemistry 
specialties.

However, in regards to my genetics degree (honours)... I probably have the same 
number of points as when I left university... or a bit more - I haven't taken 
the theory classes for a while but because I use them regularly they are still 
there. The biggest difference between myself (as a research tech with 7 years 
experience) and a new BSc coming into the lab is that I have more skill 
troubleshooting experiments and better research skills - but the theory levels 
are the same.

The difference between the undergrad and the post grad work (Masters and PhD)  
is that these people have more theoretical skill and have thought about 
experimental design on a broader scale then the way a tech thinks of their 
experiments. So they definitely have better levels of theory and better levels 
in the research skill. Since I have just embarked on my Masters degree, this is 
the biggest difference that I've noticed.
