Swarm of small biting insects could both distract and force the bird out of the air, keeping him busy... small mites (feather mites) could actually chew on the feathery parts causing the bird to lose the ability to fly (relatively slowly in real life but if you speed up their effect - for cinematic effect)... granted mites don't fly - but I'm sure you could get around that with magic too.
