Keep it messy but yes, singular and not group, the old comments about what people did not do things for the last couple genocides was

they came for them, but I am not them, then another group and finally they are all that is left and they have no one to help them, and off to the slaughter/slavery they go..

One dead, not the group, the group gets like a group and not 10 singular people basically.

He Sinned, that is why he is not you and he/she must be punished, but your good people and ... don't want to die..

The bad guys -- I'm using "Archvillains" and "Evil Overlords" pretty
interchangeably -- probably have centuries of experience at keeping
low-tech peasants in check. Three important factors are:

* They don't value their subjects as individuals. There is always
 another farmer/miner/porter where the last one came from. Since
 they are villains, they'll probably make plenty of bloody
 examples to make their point.
* They value their subjects as a group. They need farmers etc. to
 feed their palaces. Nobody with high-tech training will be wasted
 in a kitchen.
* The subjects might kill some villains in a slave rebellion, but
 they won't win on the long run. They don't control interstellar
 travel and communications.

So they might shoot the people at the front of a mob, but not the
entire mob and not the village watermill and smithy, either. When
those tactics and technologies meet TL8 Terrans, things get
interesting.

One thing terrorist groups love is to cause a situation where the
law/military that responds does something that ends with a civilian killed,
especially children, namely to over react.

When the Terrans attack the lair of an Evil Overlord, what happens
to the domestic staff?

Also they like it when you the
law, arrest someone that does not have a weapon but ...

The Terrans will probably see themselves at war, with collateral
damage (think drones in the real world), while the Evil Overlord
will not extend the rule of law to his subjects. Perhaps there
are laws between the various Overlords, but they won't protect
simple peasants.

Sorry I digress, if I was the one killing bugs, I would love the be able to
do it with the mininal risk to my ass as possible.

The Evil Overlords don't want to KILL anybody for the sake of
killing, except for individual monsters. They want to RULE in
luxury, and they're prepared to kill to make that happen. The
police and security apparatus supports that system.
