Possibly, but aircraft will still have a lot of area (especially the wings) to 
armor. I used to build models and I remember how my 1/35 scale P-51 Mustang 
dwarfed my 1/35 scale Tiger tank.

I wouldn't use the top speeds by TL for missiles in VE2, as they seem rather 
generous. 3,000-4,000 yards/second would be about my upper range at TL10.

An APEX warhead needs a really fast missile or rather large warhead.
