While the rules in GURPS Vehicles fail to reflect this, ducted fans are 
aerodynamic lift and need considerable area (the actual peak lift of a ducted 
fan is proportional to Power^2/3 * Air Density^1/3 * Fan Area ^ 1/3).

Your big problems will be ISp (the rocket equation does apply) and peak 
acceleration (max thrust = chamber pressure * area at narrow end of nozzle; the 
efficiency of a nozzle depends on the ratio of area at its narrow end to area 
at wide end); most rockets have a limit to how much pressure they can handle. 
This is why the vacuum ISp of most rockets is higher than the atmospheric ISp.
