I would say "ng??c v?i PMTD", but not FOSS in general.

Because you can have an Open Source software, meaning the source is
available, but still it's not Free software because it doesn't respect
the 4 laws, as you say.

Getting access to the source of a software is not enough to make it Free!

The licence would give source access but may be not the right to change
anything or distribute modifications to it (would it be bug corrections
or enhancements) !

GPL softwares are not different from proprietary softwares in that they
too are protected by the copyright laws.

For GPL softwares, this protection is here to enforce a licence giving
almost total freedom to their users, still preserving the author(s)
rights (the author may change the licence at a later point).

Without copyright, it would be called "public domain" softwares, which
means they are not protected at all (no copyright, no licence).

Still I can't agree with this one too because "??ng", meaning "closed"
(a FSF "word to avoid") doesn't include Open Source softwares not totaly
Free, which should be included per FSF and Wikipedia definitions.
